Judicial Commission meeting ends sans approving amendments to judges' appointment rules

The meeting of the Judicial Commission of Pakistan (JCP) regarding the amendments in the Commission's rules for the appointment of judges ended without any final decision on Friday.

According to the 24NewsHD TV channel, the JCP meeting was held under the chair of Chief Justice Qazi Faez Isa in Islamabad but couldn't be reached at any decision and postponed the matter till the next meeting.

Interestingly, the meeting related to the amendments in the Judicial Commission Rules was postponed for an indefinite period, the sources said.

In the meeting, Justice Mansoor Ali Shah, Justice Muneeb Akhtar, Justice Aminuddin Khan, Justice Yahya Afridi and the Chief Justices of the four High Courts also participated.

Federal Law Minister Azam Nazir Tarar, Attorney General of Pakistan Mansoor Usman Awan and Justice (Retired) Manzoor Malik were also present at the meeting.

The meeting was called by the CJP Qazi Faez Isa to discuss the amendments suggested by the committee, headed by Justice Mansoor Ali Shah.

The committee led by Justice Syed Mansoor Ali Shah of the Supreme Court, co-chaired by retired judge Manzoor Malik, and other members was constituted on December 4, 2023 and it suggested some revisions in the JCP's 2010 rules.

As per the media reports, these revisions will alter the current procedure for choosing justices for the Supreme Court and High Courts.

The proposed amendments seek to do away with the practice of appointing the most senior judge as chief justice of high courts and the automatic promotion of chief justices of high courts to the Supreme Court.

The increased significance of bar councils in the judicial nomination process is one of the amendments' main features too.
