NADRA has introduced a comprehensive set of regulatory reforms aimed at modernizing Pakistan’s identity management system, following approval by the NADRA Authority Board and publication in the Gazette of Pakistan.
The new framework includes detailed procedures for reviewing records and verifying identity documents, as well as the establishment of verification boards responsible for investigations, hearings and issuing final decisions.
Key definitions within identity card regulations have been further clarified to remove ambiguity, while new rules outline the method for destroying abandoned or undelivered identity cards and explain how cases involving multiple identity cards will be handled.
The reforms also introduce formal registration rules for orphanages and child protection institutions, ensuring that vulnerable children are properly documented and protected. Eligibility criteria for the Pakistan Origin Card have been made more explicit, supported by a clear list of documents required for verifying a cardholder’s lineage and associated rights.
In addition, the NADRA Authority has approved new Procurement Regulations designed to promote transparency and strengthen oversight within the institution’s procurement processes.
