The Punjab Home Department has issued province-wide directives to commissioners, deputy commissioners, regional and city police officers, and district police officers to strictly enforce laws banning illegal kite flying, citing serious concerns over public safety and loss of life, 24NewsHD TV channel reported on Thursday.
In an official circular, the department said the Punjab government had expressed concern over reports of illegal kite flying in various parts of the province and reiterated that kite flying remains prohibited across Punjab under the Kite Flying Regulations Bill 2025.
The circular stated that the Punjab cabinet had approved limited Basant celebrations in Lahore only on February 6, 7 and 8, adding that kite manufacturing or kite flying at any location before the designated dates was strictly banned.
The Home Department warned that illegal kite flying poses a grave threat to human lives, noting that several incidents of pedestrians being injured by sharp kite strings had already been reported.
It said the protection of human life was the government’s top priority and that any activity endangering public safety would not be tolerated.
While allowing Basant as a cultural activity during Jashn-e-Baharan, the government made it clear that the use of sharp, metallic or chemically coated strings would remain strictly prohibited.
The official circular warned that those found flying kites or selling kite-related material without permission would face heavy fines and long prison sentences under the law.
District authorities were directed to arrest individuals involved in illegal kite manufacturing, supply of kite-flying equipment and kite flying, with instructions to ensure all actions were taken in accordance with the Kite Flying Regulations Bill 2025.
The Home Department also ordered all district authorities to submit compliance reports confirming enforcement of the directives.
