Investigation agency under fire as it registers only 16 FIRs in 149 cases in last five years

The Federal Investigation Agency (FIA) has failed to complete investigations into 80 corruption cases involving billions of rupees in the Capital Development Authority (CDA), the 24NewsHD TV channel reported on Thursday.

According to details, a total of 149 cases were referred to the FIA over the past five years. However, out of these, only 16 cases resulted in formal charges, while 53 were closed without action.

The records indicated that 27 cases were sent to the FIA in 2020, nine in 2021, 29 in 2022, 54 in 2023, and 30 in 2024. However, despite these referrals, the FIA has only filed charge sheets in 16 cases over the past five years.

Breaking down the numbers, four cases were registered in 2020, one each in 2021 and 2022, nine in 2023, and just one in 2024. Meanwhile, three cases from 2020, two from 2021, and a staggering 17 from 2022 remain unresolved. Additionally, 33 cases from 2023 and 25 from 2024 are still pending.

It is worthy to mention that last year, on May 23, 2024, the 24NewsHD TV channel reported that as many as 1,200 ghost employees were detected in the CDA.

Member Technology Nauman Khalid revealed that the CDA had developed a special mechanism to identify these ghost employees. Following this discovery, the CDA ordered all employees to obtain official employee cards.

It was made mandatory for all workers to retrieve salary slips via e-login. Additionally, the Human Resources (HR) department was directed to digitise employee records. However, after three months of digitisation, data for 1,200 employees was missing.

Out of over 13,500 employees receiving monthly salaries from CDA Finance, only 11,700 logged into the system for e-salary slips. Despite lacking verified records, salaries continued to be paid to 1,200 ghost employees.

The CDA issued a deadline until March, after which employees failing to register were denied salaries. Data was gathered from three separate sources, and final analysis is now underway.

Reports suggest these ghost employees were primarily working in the Environment Wing and Civic Management departments.
