National Assembly passed the Pakistan Land Port Authority (PLPA) Bill 2025 on Thursday to facilitate the movement of goods and people across the border crossing point, reported 24NewsHD TV Channel.
The Bill was moved by Minister of State for Interior & Narcotics Control, Talal Chaudhry, on behalf of Senator Syed Mohsin Raza Naqvi, Minister for Interior and Narcotics Control. According to the report, the authority will be established under the name of Pakistan Land Port Authority which will have the power to buy, sell, exchange, and dispose of properties.
The Prime Minister of Pakistan will form a 15-member Governing Council to oversee the operations of the authority.
The Minister for the Administrative Division will serve as the President of the Governing Council, while its members will include the Secretaries of the Administrative Division, Commerce, Communications, Defense, Revenue Division, Planning, and Food Security. Other members will be the Managing Director and Director General of the FIA, Chief Executive of the Trade Development Authority, Member of Customs, and President of the representative organization of Chambers of Commerce across the country.
In addition, an economic expert, a legal expert, and the Additional Secretary of the Border Management Wing will also be part of the council.
The Governing Council will be tasked with the overall supervision of the authority and will meet at least twice a year. It will be responsible for formulating and recommending policy measures related to land port operations and development.
The Managing Director of the authority will serve as its Chairperson, while the Director of the Pakistan Land Port Authority will act as the Secretary of the authority.
Additional members will include the Additional Secretaries from the Administrative Division, Ministry of Defense, and Commerce, along with the Chairman of NNHA, Director of Military Operations, and Additional DG Immigration (FIA).
The Pakistan Land Port Authority will be responsible for developing land ports, regulating trade, and monitoring the performance of land port operators. It will also formulate strategies and implement measures to ensure efficient and timely clearance of goods, aiming to streamline border trade operations across the country.
