Climate change has emerged as one of the most pressing challenges for Pakistan in the 21st century. Ranked among the top ten most vulnerable countries by the Global Climate Risk Index, Pakistan faces recurrent floods, droughts, heatwaves, and irregular rainfall. These climatic shocks disproportionately affect rural communities, particularly in Punjab —the country’s agricultural heartland. Punjab not only sustains the nation’s food security but also embodies Pakistan’s rural heritage through centuries-old farming practices, cultural traditions, and livelihoods tied to the land. Climate change, however, threatens to erode this legacy and weaken the very backbone of the country’s economy.
The Changing Climate in Pakistan Rising Temperatures: Pakistan’s average temperature has increased by about 0.6°C in the last century, and projections indicate an additional 2–3°C rise by 2050. Punjab, being a semi-arid region, is particularly sensitive to temperature fluctuations.
Erratic Rainfall: Unpredictable monsoon patterns and decreasing winter rains affect crop cycles, reducing yields of wheat, rice, sugarcane, and cotton — Punjab’s primary cash crops.
Extreme Events: The devastating 2010 and 2022 floods displaced millions, destroyed rural infrastructure, and submerged fertile land. Meanwhile, recurring droughts in southern Punjab make water availability highly uncertain.
Rural Punjab is more than fields and crops; it represents centuries of traditions in farming, food storage, and community life.
Climate change is eroding this heritage in the following ways:
Traditional Farming Practices at Risk: Farmers who rely on indigenous seed varieties, seasonal patterns, and age-old irrigation systems find their knowledge becoming obsolete under erratic weather.
Displacement of Communities: Floods and droughts force rural families to migrate to urban areas, leading to cultural dislocation and weakening of rural identity.
Loss of Folk Traditions: Songs, festivals, and rituals tied to sowing and harvesting seasons are fading as seasons themselves become unpredictable.
Punjab contributes around 70% of Pakistan’s wheat and significant shares of rice, sugarcane, and cotton. Climate stress is causing:
Wheat: Higher temperatures during grain-filling stages reduce yields and quality.
Rice: Floods damage paddy fields, while heat stress reduces kernel quality.
Cotton: Pest outbreaks, worsened by warmer climates, devastate crops and reduce exports.
Sugarcane: Water scarcity makes this water-intensive crop less viable in some districts.
In addition, soil degradation due to salinity and waterlogging, compounded by poor irrigation practices, is worsening under climate pressures.
Water Scarcity: Groundwater depletion, overreliance on tube wells, and decreasing canal flows leave farmers with insufficient irrigation.
Low Adaptive Capacity: Smallholder farmers, who form the majority in Punjab, lack financial resources and access to climate-resilient seeds or technology.
Post-Harvest Losses: Inadequate storage facilities make rural farmers vulnerable to massive losses when climate shocks disrupt transport and supply chains.
Health Impacts: Heatwaves, vector-borne diseases, and malnutrition are rising, particularly in rural communities that rely directly
National Climate Change Policy (2012, revised 2021): Recognises agriculture as a vulnerable sector.
Billion Tree Tsunami and Clean Green Pakistan initiatives: Contribute to reforestation and awareness.
Punjab Agriculture Research Institutes: Developing heat- and drought-resistant seed varieties.
Early Warning Systems: Slowly expanding for floods and storms.
However, the state remains largely helpless in key areas:
Weak Implementation: Policies often remain on paper due to a lack of funds and bureaucratic delays.
Inadequate Infrastructure: Embankments, dams, and irrigation canals are outdated and insufficient.
Financial Constraints: Climate adaptation requires billions of dollars annually, while Pakistan struggles with debt and economic crises.
Limited International Support: Global climate finance is slow, and Pakistan lacks the capacity to utilise funds effectively.
Climate-Smart Agriculture: Promote drought-resistant crop varieties, efficient irrigation systems (drip/sprinkler), and integrated pest management.
Reviving Indigenous Knowledge: Combine traditional farming wisdom with modern science for locally adapted solutions.
Investment in Rural Infrastructure: Build resilient storage, transport, and flood-defence systems to protect both crops and heritage.
Capacity Building: Train farmers in sustainable practices and provide subsidies for adopting clean technology.
Community-Based Adaptation: Empower rural communities through cooperatives, awareness programs, and local decision-making in climate policies.
International Advocacy: Push for climate justice and greater access to global adaptation funds, given Pakistan’s negligible contribution to global emissions.
Climate change is not only threatening Pakistan’s agricultural economy but also eroding the cultural and social fabric of rural Punjab. While the government has made efforts, structural weaknesses and financial limitations hinder meaningful progress. The preservation of rural heritage and crop significance in Punjab requires a two-fold approach: stronger governance at home and effective advocacy abroad. Without urgent action, Pakistan risks not only food insecurity but also the loss of a centuries-old rural identity deeply tied to its fields, seasons, and traditions.
