LHC introduces new SOPs for Special Messengers to boost transparency and efficiency

The Lahore High Court (LHC) has introduced comprehensive Standard Operating Procedures (SOPs) for Special Messengers, marking a major step toward enhancing transparency, efficiency, and accountability in judicial processes.

According to an official press release issued on Wednesday, the new SOPs were formulated under the special directives of LHC Chief Justice Miss Aalia Neelum.

They clearly define the procedures for the nomination, appointment, responsibilities, and remuneration of Special Messengers.

Designed to streamline the service of notices and verification of land and property, the SOPs aim to expedite judicial processes and ensure the timely delivery of justice.

Under the new framework, the Dealing Assistant will determine the need for appointing a Special Messenger and verify that the prescribed fee has been deposited by the concerned party.

The SOPs also allow for the appointment of multiple Special Messengers for services outside the city—beyond 50 kilometers—to ensure prompt delivery of notices.

A strong emphasis has been placed on transparency and accountability, with clear guidelines on approvals, duties, and compensation.

Remuneration will be calculated according to TA/DA Rules, with categories based on service location to ensure fair and equitable payment.

To strengthen operational efficiency, the LHC is also working toward digitizing the entire system.

A dedicated software module or cash-handling mechanism is being developed to automate fee collection and disbursement, ensuring secure transactions and streamlined appointment and payment processes.

The Lahore High Court further stated that the introduction of these SOPs—combined with digital automation—represents an important step toward improving accountability and overall judicial performance.

The LHC believes these reforms will significantly enhance the quality, speed, and effectiveness of judicial services across Pakistan.
