The Balochistan government has imposed Section 144 across the province from 1st Muharram to 10th Muharram 1448 AH to maintain law and order and ensure security during Muharram processions and religious gatherings.
According to a notification issued by the Home Department (Judicial Section-II), the restrictions have been enforced in light of recommendations from the Central Police Office Balochistan, the prevailing law and order situation, recent terrorist incidents and security concerns.
The notification states that the measures are aimed at protecting the lives and property of citizens during Muharram observances.
Under the orders, a complete ban has been imposed on the publication, distribution, display and promotion of sectarian, inflammatory, hateful or public order-disrupting content on digital platforms, including social media, throughout the province.
The government has also prohibited the display, carrying and public exhibition of weapons and ammunition, although law enforcement personnel have been exempted from the restriction while performing official duties.
Authorities have been directed to prevent suspicious and unwanted individuals from accessing sensitive locations, procession routes and gathering sites. Professional begging and the presence of beggars at public places, intersections and procession routes have also been banned during the period.
Additional restrictions in Quetta
The notification imposes additional security measures in Quetta district, including a complete ban on pillion riding on motorcycles during Muharram.
Authorities have also made prior permission mandatory for the use of loudspeakers brought from outside Quetta district or other parts of the province.
The government has further prohibited the gathering of unrelated persons on rooftops, balconies, windows and other elevated locations along the routes of processions and religious gatherings. Residents of the buildings and individuals specifically authorized by the district administration will be exempt from the restriction.
Ban on wall chalking
The government has imposed a complete ban on wall chalking and the display or distribution of posters, banners, pamphlets, handbills, stickers and other promotional material in Quetta district and Naseerabad Division unless prior permission is obtained from the relevant authorities.
The provincial government has directed deputy commissioners, police and other concerned departments to ensure strict implementation of the restrictions.
The notification warns that legal action will be taken against violators under Section 188 of the Pakistan Penal Code and other applicable laws.
