Former Secretary of India’s external intelligence agency, the Research and Analysis Wing (RAW), Amarjit Singh Dulat, called for all stakeholders, including Pakistan, in the Kashmir issue to be brought to the negotiating table, 24NewsHD TV Channel reported on Friday.
In a recent explosive interview with veteran journalist Karan Thapar, Dulat made startling revelations about India’s National Security Advisor Ajit Doval, calling him a selfish and power-hungry figure who has now become a threat to India’s stability.
The former spy boss revealed that the revocation of Article 370— which granted special status to Jammu and Kashmir— was masterminded by Doval. He said this move led to a resurgence of unrest, resistance, and militancy in the valley.
According to Dulat, the current power triangle of Indian governance— comprising Prime Minister Narendra Modi, Ajit Doval, and Home Minister Amit Shah— serves personal ambitions rather than the national interest.
Dulat urged that all parties involved in the Kashmir conflict must be engaged in meaningful dialogue to truly hear and address the grievances of the Kashmiri people.
He further accused Ajit Doval of abandoning even his close political allies, like L K Advani, once he realised Narendra Modi was rapidly rising in Indian politics.
Profile of Amarjit Singh Dulat:
Born in 1940, Amarjit Singh Dulat is a veteran Indian bureaucrat, spymaster, and a former Secretary of RAW (1999–2000).
He earlier served as Special Director in the Intelligence Bureau and as an advisor on Jammu and Kashmir in the Prime Minister’s Office from 2000 to 2004.
Dulat served in Kashmir as Joint Director of the Intelligence Bureau from 1988 to 1990 and later authored several influential books, including Kashmir: The Vajpayee Years (2015) and The Spy Chronicles (2018) with former ISI chief Asad Durrani.
He has frequently criticised Ajit Doval’s hawkish policies, particularly the "muscular strategy" on Kashmir, detailed extensively in his 2022 memoir A Life in the Shadows. In 2023, he again slammed Doval’s doctrine for worsening the Kashmir situation.
