The federal government has announced a major reform in the Performance Evaluation Report (PER) procedure for government employees.
A notification issued by the Establishment Division states that, effective January 1, 2026, the PERs of officers in BS-17 to BS-21 of the Pakistan Administrative Service, Police Service of Pakistan, Office Management Group, and Secretariat Group will be prepared and processed entirely online through the Human Resource Management Information System (HRMIS).
The circular clarifies that performance reports for 2025 submitted after December 10, 2025, will not be processed manually, except for officers whose partial reports have already been received by the Establishment Division.
The move aims to strengthen confidentiality, transparency, and objectivity in performance appraisal. Officers from other groups will also be integrated into the online system in the future.
All administrative secretaries and department heads have been instructed to inform their subordinate officers and ensure strict implementation of the new procedure.
