International scientists get access to Chang’e 5 moon samples, while a U.S. law leaves NASA grounded

In a major leap for lunar science, China is opening up its precious moon samples from the 2020 Chang’e 5 mission to researchers around the world — except those tied to NASA. Thanks to a Cold War-era-style law known as the Wolf Amendment, American government-funded scientists are effectively banned from participating in this global collaboration.

Earlier this month, British planetary scientist Mahesh Anand received 60 milligrams of the lunar material during a trip to China. He’s not alone. Researchers from across Europe, Russia, Ethiopia, and yes — even the United States — have been granted access to the 3.8-pound haul of Moon rocks and dust. But there’s a catch: in the U.S., any research linked to government money is legally barred from engaging with Chinese space officials. So while other nations’ scientists are operating under national science grants, the lone American involved had to go rogue — financially speaking.

Dr. Timothy Glotch from Stony Brook University managed to snag a sample, but only by relying on private institutional funding. Under the Wolf Amendment — slipped into the 2011 federal budget by Congressman Frank Wolf — NASA and its funded researchers are forbidden from any bilateral collaboration with China’s space agency unless explicitly cleared by Congress. That includes analyzing Chinese space samples, even if they were willingly offered.

This isn’t how space science used to work. Back in the day, even amid Cold War tensions, American and Soviet scientists found ways to work together — from the 1971 SETI summit in the USSR to the Apollo–Soyuz handshake in orbit in 1975. But current U.S.-China relations have turned lunar dust into geopolitical quicksand.

Glotch’s work, however, pushes ahead. His team — which includes collaborators from San Francisco State University and the University of Hong Kong — will analyze the thermal behavior of the Chinese moon sample by heating it to destruction. The results could unlock new clues about the Moon’s volcanic past and help match ground samples with thermal imaging of the lunar surface.

The sample was collected from Mons Rümker, a volcanic formation in the Oceanus Procellarum (Ocean of Storms). Chinese studies already show that this material is billions of years younger than the Apollo-era rocks — evidence that lunar volcanic activity may have persisted until as recently as 120 million years ago.

Meanwhile, Anand's team in the UK plans to cook their sample to 1,400°C to extract noble gases and volatile elements, offering rare insights into the solar system’s chemical evolution.

Despite the diplomatic freeze, the science is still heating up — quite literally. The only question left is whether politics will continue to eclipse progress.
