A controversy has emerged over an appointment letter issued in the name of the Local Government Department after officials confirmed that the document was fake despite carrying a QR code meant for verification.
The QR code system had been introduced by the department to prevent the issuance of forged letters and fake official orders. However, forgers allegedly generated bogus QR codes to give fabricated documents an appearance of authenticity.
According to details, an appointment letter dated February 3, 2026, was issued under the signature of the Section Officer (Admin) of the Local Government Department. The letter stated that Wazir Ali Behilam, a Grade-18 officer, had been appointed as Director Advertisement, New Karachi Town.
Sources said the QR code printed on the letter could not be scanned for verification, raising suspicion about the authenticity of the document.
Speaking on the matter, Wazir Ali Behilam said he had received the order and had already joined his post in New Karachi Town. “Whether my appointment letter is real or fake should be asked from the Local Government Department,” he said.
Other officers in town administrations have called for a thorough investigation into the alleged fake QR code and appointment letters.
When contacted by City 21, the Local Government Department declared the appointment order fake and distanced itself from the document.
