In a significant administrative overhaul, the Establishment Division on Tuesday issued notifications for the transfer and posting of 41 civil and police officers across various federal and provincial departments.
Among the key changes, Majid Mohsin Panhwar, Joint Secretary to Establishment Division, has been transferred and appointed as Director General of the Presidency. Sajjad Haider Yildirim has been moved from the Religious Affairs Division to the Establishment Division as Joint Secretary.
Abdul Waheed Shah, previously serving in the Gilgit-Baltistan government, has been posted as Joint Secretary in the Religious Affairs Division. Several senior officers, including Muhammad Usman, Zahoor Hussain, Khalid Nazir Wattoo, Jawad Akram, Asia Gul, Agha Muhammad Ali Abbas and Shahzeb Hasnain, have been directed to report for further posting.
In another development, Captain (retd) Rizwan Qadeer of the Pakistan Administrative Service (Grade 19) has been transferred to the Balochistan government, while Kulsoom Saqib (PAS-19) has been assigned to the Civil Services Academy Lahore.
Ali Raza has been appointed as Chief Cloud Adoption under the Ministry of Information Technology and Telecommunication in MP-1 scale on a three-year contract.
Meanwhile, Rana Hussain Tahir (PSP-18) has been transferred from the Punjab government to Islamabad Police and is awaiting assignment. The services of Muhammad Asghar (Grade 19) have been handed over to the Pakistan National Commission for UNESCO, while Waqas Rashid (Grade 19) has been posted to the National Crisis Information Management Cell.
Zohaib Mushtaq (Grade 19) has been made an Officer on Special Duty (OSD) and assigned to the Pakistan Virtual Assets Regulatory Authority on attachment basis. Qandeel Fatima Memon has been posted as Section Officer in the Establishment Division, while Bilqis Fatima has been transferred to the Home Division.
Aqib Nadeem, Deputy Chief Administrative Officer at GHQ, has been posted as Section Officer in the Industries and Production Division on a three-year deputation.
In a major move concerning police services, seven officers of the 48th Common Training Programme (CTP) from the Police Service of Pakistan have been allocated to different provinces after completing mandatory service in Balochistan. SP Saad Afridi, Muhammad Shahrukh Khan, SP Usman Aziz Mir, and ASP Ahmed Nasrullah Malik have been assigned to Punjab, while SP Muhammad Noman Zafar and Muhammad Bidar Bakht have been posted to Sindh. SP Talal Ahmed Shah has been assigned to Khyber Pakhtunkhwa.
Additionally, eight police officers of Grade 18 have been transferred to the Balochistan government from Punjab and Sindh, including Imran Razaq, Tahir Mustafa, Imtiaz Ahmed Khan, Naeem Shahid, Javed Ahmed Khan, Farah Ambreen, Muhammad Ali, and Asif Ali Jakhrani.
Five more officers—Muhammad Arshad Zahid, Khalid Mehmood Afzal, Irfan Amir, Jalil Imran Khan and Taimur Khan—have been transferred from Punjab to the Khyber Pakhtunkhwa government.
The Establishment Division has directed provincial governments to relieve the officers immediately. These officers will complete at least 365 days of service in Balochistan, with the possibility of extension subject to mutual consent and approval.
The division has also instructed the Balochistan government to submit regular monthly performance reports of the posted officers. Official notifications for all transfers and postings have been issued.
