Punjab govt decides to impose fines on those who litter in public spaces

The Punjab government has decided to further modernise its flagship “Clean Punjab” initiative, introducing eco-friendly electric vehicles and imposing fines on those who litter in public spaces, 24NewsHD TV channel reported on Thursday.

The decisions were taken during a high-level meeting chaired by Chief Minister Maryam Nawaz, who said that the next phase of the campaign would extend to every street and neighbourhood in the province.

For the first time, sanitation staff will be deployed on Sundays to ensure uninterrupted cleanliness operations. The government also announced that individuals and businesses responsible for littering in commercial areas or on public roads will face financial penalties under new enforcement measures.

The meeting approved key reforms aimed at transforming waste management, including the expansion of the workforce—referred to as “cleanliness heroes”—across all union councils and the establishment of dedicated waste enclosures to organise bins and containers in urban spaces.

Officials briefed the chief minister that payrolls and payments under the Clean Punjab programme have been digitised to improve transparency. A vehicle-tracking system and live container monitoring are also operational, while waste-management companies are now being assessed through KPI-based performance scoring.

The meeting further reviewed a proposal to provide one tractor to every two union councils to improve waste collection capacity. Additionally, the government is pushing ahead with the Waste-to-Value initiative, under which energy and revenue will be produced from municipal waste. A comprehensive plan for the project is to be sought by mid-January 2026.

Calling the evolving sanitation system “nothing short of a miracle”, CM Nawaz said that the structures now taking shape should have been established years ago. She added that the initiative, built “from zero”, continues to improve, and that positive feedback has been received from citizens across Punjab.
