The record stated that the accused had published several derogatory messages online as part of a systematic campaign against the complainant.
He also allegedly created a fake book title and fabricated details about its authorship and publication to mock her.
The ombudsman observed that the repeated use of derogatory terms associated with transgender identity was not merely vulgar language but also reinforced harmful stereotypes against a vulnerable section of society.
According to the verdict, the conduct reflected a discriminatory mindset and had no place in a professional environment.
