Judicial Commission's LHC nominee Amjad Pervaiz recognized for outstanding performance as AGP
Muhammad Amjad Pervaiz, who has been nominated by the Judicial Commission of Pakistan for appointment as an Additional Judge of the Lahore High Court, is widely acknowledged in legal circles for his distinguished performance as Advocate General Punjab. Under his leadership, the Advocate General's Office Punjab effectively represented the provincial government in constitutional, financial, taxation, public land, and policy-related litigation, securing and protecting public interests worth billions of rupees.
According to official figures, the Advocate General's Office successfully safeguarded the Punjab Government's financial and legal interests exceeding Rs. 4.67 trillion through effective litigation. In addition, 41,877 kanals, 12.5 acres, and 160 squares of state-owned land across Punjab were recovered from illegal occupants and fraudulent claimants.
Among the most significant land-related cases were the Supreme Court's decision declaring the transfer of 35,500 kanals of valuable state land in Bahawalpur illegal, the cancellation of the unlawful allotment of 708 kanals of prime state land in Murree, the protection of 1,451 kanals of government land in Chunian from fraudulent transfers, the dismissal of ownership claims over 160 squares of government land in Mandi Bahauddin, and the recovery of 1,345 kanals of valuable public land in Lahore. Likewise, the government's victory in the case concerning the official building at 90 Shahrah-e-Quaid-e-Azam protected public assets worth approximately Rs. 20 billion, while another judgment resulted in the recovery of 200 kanals of valuable government land.
The Advocate General's Office also achieved significant success in taxation and revenue matters. Court victories in favor of the Punjab Revenue Authority (PRA) helped secure annual revenues amounting to hundreds of billions of rupees. During the fiscal year 2025, the PRA collected more than Rs. 263 billion in Punjab Sales Tax on Services, while in fiscal year 2025-26 it generated over Rs. 174 billion in revenue for the provincial government. A favorable ruling in the Cantonment Boards tax case paved the way for the recovery of billions of rupees in tax revenues. The Lahore High Court also dismissed 138 identical petitions challenging property tax, thereby protecting Rs. 900 million in government revenue. In the Seta Fabrics case, the recovery of more than Rs. 388.7 million in property tax was ensured. Furthermore, a landmark case relating to the PRA's Rs. 600 billion annual revenue was also decided in favor of the Punjab Government.
The government also secured notable victories in constitutional and policy-related litigation. More than 400 constitutional petitions challenging the Punjab Protection of Immovable Property Act, 2025 were dismissed. The Punjab Price Control Act was upheld, a petition challenging Section 21-F of the Anti-Terrorism Act was rejected, and the courts ruled that registration of charitable organizations under the Punjab Charities Act, 2018 is mandatory. The Supreme Court also upheld the legal authority of the Chief Minister's Inspection Team (CMIT).
In service and administrative matters, the government achieved important legal successes. Petitions seeking regularization of contract employees were dismissed, preventing a future financial burden of billions of rupees on the provincial exchequer. The Lahore High Court further ruled that project employees have no legal right to regularization. Constitutional petitions challenging the Combined Competitive Examinations were also dismissed, thereby saving the government from potential financial liabilities.
Among other important cases, the Punjab Government successfully defended a Rs. 5.02 billion claim in the Waran Tours case. In the Hasnain Cotex case, more than Rs. 537.2 million was protected. A favorable judgment in the Water Charges case safeguarded approximately Rs. 200 million in annual revenue for the Irrigation Department. Likewise, the mandatory enforcement of the Punjab Drug Rules, 2007 further strengthened the government's legal position.
According to legal experts, the achievements of Muhammad Amjad Pervaiz during his tenure as Advocate General Punjab played a significant role in protecting the Punjab Government's financial and legal interests. His successful handling of landmark cases involving public land, taxation, constitutional law, and matters of public importance established important judicial precedents and reflected his extensive legal expertise and professional competence.
