PSARB drafts regulatory framework for permanent registration of Starlink, other satellite internet companies

In order to pave the way for permanent registration of Starlink and other global satellite internet companies as Pakistan Space Activities Regulatory Board (PSARB) has drafted regulatory framework and shared the document with stakeholders for seeks feedback. 

PSARB has said that the draft has been sent to PTA, PEMRA and other institutions and regulatory framework to be finalized after suggestions from stakeholders. 

Framework is being prepared in line with international best practices, clear licensing system for space services, including risks and security measures, adherence to international laws, cyber security and data protection. 

Global satellite internet companies have expressed interest in Pakistan's space market as Elon Musk's company Starlink was issued a temporary NOC in March 2025. Starlink will have to reapply for a permanent license under the new framework. China's Shanghai Spacecom Satellite Technology and other global companies are eager to invest in Pakistan. Pakistan's National Space Policy was approved in December 2023 while Pakistan Space Activities Rules were approved in February 2024. PSARB is the authorized body to oversee all space activities. Satellite service providers must obtain a license from PTA. These companies must obtain registration from PSARB for a PTA license.
