President Zardari approves Anti-Dumping Duties (Amendment) Bill 2025

President of Pakistan Asif Ali Zardari has approved the Anti-Dumping Duties (Amendment) Bill 2025, which will now be effective retroactively from July 1, 2020, reported 24NewsHD TV channel on Sunday.

The bill, which was earlier passed by both the National Assembly and the Senate, was presented to the President for final approval. Following the President's assent, the amendment has now become law.

The primary aim of the amendment is to provide legal clarity regarding the imposition of anti-dumping duties on projects funded through Chinese grants. 

The decision to bring forward this amendment was made during a progress review meeting on Gwadar projects held in October 2022.

Authorities agreed that clarification was crucial to streamline trade and duty policies linked to grant-funded infrastructure initiatives, particularly those connected to the China-Pakistan Economic Corridor (CPEC).

Anti-dumping duty is a tariff imposed by the National Tariff Commission (NTC) to protect domestic industries from unfair competition caused by dumped imports in Pakistan.

Dumping occurs when foreign companies sell products at below fair value, causing injury to Pakistan's local manufacturers. Recent actions include a 40.47% duty on Galvalume steel from China to prevent circumvention of previous anti-dumping duties on galvanised steel.
