Civil Servants Amendment Bill 2026 triggers pandemonium in Natonal Assembly

A heated exchange erupted in the National Assembly on Tuesday when coalition partners clashed over the Civil Servants Amendment Bill 2026, with a lawmaker dramatically tearing up the proposed legislation during the session, the 24NewsHD TV channel reported on Tuesday.

The session, chaired by Deputy Speaker Syed Ghulam Mustafa Shah, observed Shazia Marri present the Civil Servants Amendment Bill 2026 before the house, triggering strong objections from members of the ruling alliance.

During the debate, Khawaja Izhar ul Hassan of the Muttahida Qaumi Movement-Pakistan (MQM-P) strongly protested against the bill, describing it as unconstitutional and unacceptable.

He expressed regret that the Senate had approved the legislation and questioned how senators could pass such a bill without fully examining its contents.

Speaking on a point of order, Izhar argued that similar legislation had already harmed the province of Sindh and claimed that the proposed law would enable recruitment in the name of minorities.

He warned that the bill could not become law and vowed to challenge it in court, insisting that it should not even be referred to a committee.

During the heated exchange, Naveed Qamar attempted to calm him [Kh Izhar], while Marri defended the bill, saying the government was not introducing anything unprecedented. However, amid the escalating tensions, Khawaja Izhar tore the bill and threw it away in the assembly. MQM-P leaders walked out of the House in protest.

Later, Tariq Fazal Chaudhry suggested referring the bill to a committee for further deliberation. Opposition Leader Mahmood Khan Achakzai said that if the bill was unconstitutional, a constitutional response should be given, adding that it should be examined by a parliamentary committee.

Subsequently, Aaliya Kamran moved an amendment seeking to send the bill to a committee for review. The amendment was approved through a vote, after which the deputy speaker referred the bill to the relevant standing committee.

Meanwhile, the assembly approved a resolution presented by Shahida Rehmani in connection with International Women’s Day.

The house also passed several other bills with a majority vote, including the Provincial Motor Vehicles Amendment Bill 2025 presented by Naz Baloch and a bill regarding the unauthorised use of names and symbols presented by Shehla Raza.

In addition, the Mandatory Thalassaemia Screening Bill presented by Sharmila Faruqui and another amendment bill related to curriculum and authentic textbooks were approved by the assembly.

Shahida Rehmani also introduced the National Authority for Countering Fake Currency Bill, which was referred to the relevant standing committee for further consideration.

Another amendment bill concerning the regulation and facilitation of the registration of welfare institutions in Islamabad was also approved after being presented by Shehla Raza.

During the session, Opposition Leader Mahmood Khan Achakzai was also seen sitting beside Defence Minister Khawaja Asif in the house, where the two engaged in conversation.

2,000 Pakistani students evacuated from Iran, NA told

The National Assembly was informed that two thousand Pakistani students have been evacuated from Iran in view of the current tensions in the Middle East.

Responding to a Calling Attention moved by Natasha Daultana and others, Minister for Parliamentary Affairs Tariq Fazal Chaudhary said our embassy and consulates in Iran are working round the clock to provide all possible support and emergency assistance to the Pakistani nationals.

The House passed several bills today. These included: Islamabad Capital Territory Charities Registration and Facilitation Amendment Bill 2025, The Provincial Motor Vehicles Amendment Bill, 2025, The Code of Criminal Procedure Amendment Bill, 2025, Pakistan Names and Emblems (Prevention of Unauthorized Use) Amendment Bill, Islamabad Capital Territory Compulsory Thalassemia Screening Bill, 2025, The Federal Supervision of Curricula, Text Books and Maintenance of Standards of the Education Amendment Bill, 2026 and Daanish University Islamabad Bill, 2026.
