NADRA holds first meeting on national registration and biometric policy implementation

The National Database and Registration Authority (NADRA) has held the first meeting of the National Registration and Biometric Policy Implementation Committee, marking a major step toward modernizing Pakistan’s registration and biometric verification system.

The meeting was convened in response to the federal government’s notification of the National Registration and Biometric Policy Framework, which was issued on January 1, 2025. The framework aims to address deficiencies in the current system, including identity theft, fake registrations, data discrepancies, and registration gaps.

As part of the initiative, provincial Civil Registration and Management Systems are being integrated with the NADRA database, ensuring a unified national identity system. Additionally, biometric verification at the union council level is being introduced to further enhance security and accuracy.

A key feature of the new system is the introduction of a Digital ID, which will allow seamless collaboration between government and private institutions involved in registration processes. Uniform methods of data collection, storage, and usage will also be developed to standardize identity verification nationwide.

The National Steering Committee, led by the Minister of Interior, is overseeing the project by providing strategic guidance, while the National Implementation Committee, chaired by the Chairman of NADRA, is responsible for executing the policy.

During the meeting, NADRA Chairman emphasized that the new framework would play a pivotal role in strengthening governance measures and ensuring a secure, efficient, and streamlined identity verification process.

Senior officials and representatives from key ministries, agencies, and provincial governments participated, including the Ministries of Planning, Interior, IT and Telecommunication, Science and Technology, and Law and Justice. Officials from the Pakistan Telecommunication Authority (PTA), FIA, Immigration and Passport, Bureau of Statistics, Election Commission, and State Bank of Pakistan also contributed. Provincial representatives from Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Gilgit-Baltistan, and Azad Jammu & Kashmir attended both in-person and virtually.

To ensure public engagement, NADRA has made the draft framework available on its website and has invited citizens to submit their feedback. The Implementation Committee will finalize the policies and present them to the federal government by May 30 for approval and nationwide rollout.

This transformative initiative is expected to enhance security, eliminate identity fraud, and improve registration processes, ensuring a more reliable and efficient national identity system for Pakistan.
