Land mafia is ruling Islamabad, observes Supreme Court

The Supreme Court on Tuesday remarked that the land mafia was ruling the federal capital and no one could stand up against them, 24NewsHD TV channel reported.
Justice Qazi Amin passed these remarks, who is part of the bench headed by Chief Justice Gulzar Ahmed, which rejected the bail plea of Saddam Hussain involved in the plot grabbing case.
During the hearing, the chief justice grilled Islamabad IGP Amir Zulfiqar, ordering him to improve the performance of police. Protecting the life and property of citizens is the basic responsibility of police, he observed.
The court sought a departmental inquiry report against the investigation officer, Tassaduq Hussain Shah, and also directed the IGP to publish booklets for the guidance of investigation officers on annual basis.
The chief justice remarked that there should be a booklet on how to investigate the murder, kidnapping and other cases. The investigation officers should have been given this as the first lesson after the creation of Pakistan, he added.
The Islamabad police chief informed the court that a show-cause notice had already been issued to the investigation officer and an inquiry was under way over the shortcomings in the probe.
The chief justice observed that every investigation officer had the same problem and no one bothered about going into field for probe.
Justice Qazi Amin observed that a person was killed and four were injured over a one-marla plot. All the investigation officer had to see was to check to whom the plot belonged and who came to occupy that.
