Twist in Tussle: Governor summons PA session at Aiwan-e-Iqbal on Wednesday

PA Speaker calls session at 1pm; Leghari terms holding PA session unconstitutional when governor has prorogued it

Following the situation created in the Punjab Assembly after a strong stance of Speaker Parvez Elahi and the opposition party—the Pakistan Tehreek-e-Insaf (PTI), the Punjab Governor has prorogued the 40th session on Tuesday night.
According to the 24News HD TV channel, Punjab Governor Muhammad Baligh ur Rehman has also convened the 41st session of the Punjab Assembly at Aiwan-e-Iqbal at 3:00 pm sharp just to counter the opposition's move.
On the other hand, PA’s 40th session was started 8 hours and 43 minutes behind its scheduled time at 1:00 pm. Speaker gave the mike to Provincial Minister Awais Leghari but he refused to address and said Punjab Governor has prorogued the session so it is illegal and unconstitutional to hold the session now.
Meanwhile, the members of the treasury benches who belong to the ruling Pakistan Muslim League Nawaz (PML-N) left the Chamber. Later, the Speaker adjourned the 40th session till Wednesday at 1:00 pm.
Pertinent to mention here that the PA budget session also faced a delay on the second day as PA Speaker Parvez Elahi insists on apologies from the Chief Secretary and Inspector General of Police for conducting raids and making cases against the PTI leaders and workers. While the government refused to accept his condition so a deadlock between the government and the Speaker is still continuing.

PA Speaker Parvez Elahi along with Mian Aslam Iqbal, Raja Basharat, Sabtain Khan, Usman Buzdar and other PTI leaders talked to the media and declared convening assembly session in Aiwan-e-Iqbal illegal and ridiculous.
Parvez Elahi said Deputy Speaker cannot preside over a PA session in the presence of a Speaker, adding that under the Rules of Procedure of the Provincial Assembly of Punjab, the Secretary Assembly issues Gazette Notifications. 
He confirmed that he has called the PA's 40th session on Wednesday at 1 pm in which he will give a ruling against the profane gesture of Attaullah Tarar.
