NA Secretariat clarifies procedure for appointing opposition leader after Dogar’s letter

The National Assembly Secretariat has issued a formal response to a letter written by MNA Malik Muhammad Amir Dogar regarding the appointment of the Leader of the Opposition, reaffirming that the process is clearly defined under the assembly’s rules.

Dogar had written to the Speaker on October 6, 2025, requesting initiation of the procedure for appointing a new opposition leader.

In its reply, the Secretariat stated that Rules 39 and 39B of the Rules of Procedure provide a clear framework for the nomination process.

A spokesperson clarified that no names can be submitted until the Speaker officially announces the vacancy of the Opposition Leader’s seat on the floor of the House.

The spokesperson added that it is the Speaker’s prerogative to announce the date, time and venue for the nomination process. As per the rules, the Speaker appoints as Opposition Leader the member who commands the support of the majority of opposition members.

The Secretariat noted that in past instances, the Speaker made a formal announcement in the House to invite nominations, and the same procedure applies after general elections.

The letter further highlighted that the disqualification case of former Opposition Leader Omar Ayub Khan, sent back to the Peshawar High Court by the Supreme Court’s constitutional bench, remains pending, and the matter must be settled before any further steps are taken regarding the position.

The Secretariat said that adherence to procedure ensures transparency and equal opportunity for any member wishing to contest the role of Opposition Leader.
