FBR tax shortfall reaches Rs403 billion in July-Nov 2025
The Federal Board of Revenue (FBR) fails to achieve tax target in first 5 months of current fiscal year as tax shortfall stood at Rs403 billion in July-November 2025, reported 24NewsHD TV Channel.
Despite the tax shortfall in the current fiscal year, more tax was collected than last year. In the first 5 months, tax collection increased by more than 10 percent compared to the same period last year.
Sources said from July to November, Rs4,737 billion in taxes were collected. The target for tax collections from July to November 2025 was set at Rs5,140 billion. Tax collection in November 2025 was around Rs900 billion. The FBR faced a tax shortfall of Rs 135 billion in November 2025.
Tax collection target for November was Rs 1,35 billion, FBR sources say. Tax collection is likely to increase after finalizing figures. FBR faced its fourth consecutive month of declining tax collection in November, with revenues reaching only Rs878 billion against the monthly target of Rs1,034 billion, officials confirmed on Saturday.
FBR officials said the November shortfall has already reached Rs156 billion, though they expect some improvement as additional revenue is collected on the month’s final working day. Even so, the authority remains on track to significantly miss its target.
The upcoming tax collection target for December has been set at Rs1,406 billion, reflecting the government’s push to meet revised annual goals agreed with the IMF. Sources inside the revenue authority said the FBR is facing a major shortfall in tax collection during the first five months of the current fiscal year. From July to November, the FBR collected Rs4,715 billion against the required Rs5,083 billion, leaving a substantial gap in meeting cumulative targets.
