Canadian intelligence report flags India for foreign interference activities

An intelligence report 2025 presented in the Canadian parliament has identified India among the key countries allegedly involved in foreign interference activities in Canada, 24NewsHD TV reported.  

According to Canadian media reports, the annual assessment issued by the Canadian Security Intelligence Service said some Indian-linked networks attempted to influence Canadian politicians, journalists, and members of the Indo-Canadian community through covert means.

The report alleged that Indian operatives used surveillance, intimidation, and coercive tactics aimed at suppressing criticism and creating fear among segments of the Sikh community and Khalistan supporters in Canada.

The intelligence assessment further stated that Canada should remain alert to what it described as transnational repression targeting pro-Khalistan activists.

It clarified that peaceful support for Khalistan separatism is considered a lawful political expression in Canada and is not classified as terrorism under Canadian law.

The report noted that some Canadian citizens openly campaign in support of the Khalistan movement through non-violent and democratic means, activities that remain protected under Canada’s legal framework.

The intelligence document also highlighted threats linked to transnational criminal organisations, cartels, and the India-linked Bishnoi gang network, according to the report.

Political analysts said the findings have intensified scrutiny of India’s narrative on separatism and security issues, adding that tensions between Canada and India now extend beyond diplomacy into intelligence and national security concerns.

Relations between the two countries have remained strained in recent years over allegations surrounding interference, Sikh activism, and the killing of Sikh separatist figures on Canadian soil.
