Need for Specialized Universities
Pakistan’s higher education sector has witnessed remarkable expansion over the past two decades. According to the latest figures from the Higher Education Commission (HEC), the country now has 274 universities and more than 140 university campuses across provinces and regions. However, behind this apparent growth lies a sobering reality: as per the latest Economic Survey of Pakistan, the enrollment rate in universities has actually declined to 13%. This paradox, more universities but lower enrollment, demands closer scrutiny. Equally troubling is the trend of announcing new universities as a political or symbolic gesture rather than as part of a coherent national higher education plan. In many cases, existing colleges or sub-campuses are simply upgraded to university status, often without adequate faculty, conducive environment, infrastructure, or research facilities. These institutions rarely begin with a clear specialization or a mandate to address specific national or regional needs. The pressing question, therefore, is not whether Pakistan needs more universities but what kind of universities it truly requires in the current economic, social, and technological landscape.
Most of Pakistan’s universities are general institutions, offering a wide array of programs in arts, sciences, social sciences, business, and other disciplines. While this model can serve the basic educational needs of the population, it often fails to create the depth of expertise required to meet highly specialized industrial, agricultural, health, and technological challenges. The overemphasis on general universities dilutes resources as funds, faculty, and facilities are spread thinly across multiple unrelated departments. It also leads to a mismatch with market needs as graduates often lack targeted skills sought by industry, and it results in low research productivity since generalist institutions typically produce fewer groundbreaking innovations compared to specialized research-focused universities Without a clear specialization, universities risk becoming degree-producing centres rather than hubs of innovation, skill development and problem-solving.
Globally, specialized universities have proven to be engines of national progress. Institutions such as the Massachusetts Institute of Technology (MIT) in the US, Wageningen University in the Netherlands, and the London School of Economics in the UK have become world leaders in their respective fields. Pakistan, too, can benefit enormously from such a model, especially in sectors where the country faces acute challenges and untapped opportunities. In agriculture and food security, for example, with over 40 percent of Pakistan’s workforce employed in agriculture, specialized agricultural universities equipped with modern research farms, biotechnology labs, and extension services could boost productivity, improve water use efficiency, and reduce post-harvest losses. In energy and environmental sciences, given Pakistan’s chronic energy shortages and vulnerability to climate change, institutions focusing on renewable energy, sustainable development, and environmental management could drive solutions tailored to local conditions. In health and biomedical sciences, the COVID-19 pandemic highlighted the urgent need for indigenous vaccine production, pharmaceutical innovation, and advanced medical research, and specialized medical universities could bridge this gap. In engineering and technology, with global transitions toward artificial intelligence, automation, and advanced manufacturing, Pakistan needs high-tech universities with strong industry linkages and incubation centres. Finally, given the country’s 1,046 km coastline, specialized maritime universities could develop expertise in shipping, fisheries, and marine resource management. Although agriculture, health, and engineering universities are already contributing in respective areas, yet there is a dire need to modernise them following the best regional and international practices and aligning them with the needs of society and industry.
Even as the number of universities grows, funding has not kept pace. A careful review of the recurring federal budget allocations for universities over the past five years reveals a stagnant figure, 65 billion rupees annually, despite rising inflation, increasing energy costs, and the operational needs of a growing number of institutions. While provincial governments have attempted to plug funding gaps, the situation remains dire. The federal government’s recent 2 billion rupee bailout package for Quaid-i-Azam University (QAU), Pakistan’s top-ranked higher education institution, illustrates the severity of the crisis. If such a premier university struggles financially, one can only imagine the state of lesser-known public sector institutions. This chronic underfunding makes it unrealistic to expect that all universities, especially newly converted general institutions, can maintain high academic standards, let alone develop specialized capabilities.
The frequent announcements of new universities, often during election seasons, reflect more of a political strategy than an educational vision. While establishing higher education institutions in underserved areas is commendable, the lack of purpose-built campuses, qualified faculty, and specialized facilities undermines the long-term quality and sustainability of these institutions. Instead of scattering limited resources across numerous general universities, Pakistan would benefit more from consolidating existing institutions to strengthen infrastructure and academic quality, developing regional centers of excellence focused on sectors of local and national importance, and linking universities with industry to align curricula with labour market needs.
To ensure that higher education contributes meaningfully to economic development and national progress, Pakistan should adopt a strategic approach to establishing specialized universities. This begins with a national needs assessment to identify priority sectors where specialized skills and research are urgently required. New specialized universities should start with proper infrastructure, laboratories, and faculty tailored to their mission rather than retrofitting existing colleges. Higher education budgets should be increased proportionally to the number of institutions and inflation rates, while public-private partnerships should be encouraged. Collaboration with world-class specialized universities can help in curriculum design, faculty exchange, and joint research projects. Part of the budget allocation should be linked to measurable outcomes such as research output, patents, industry partnerships, and graduate employability.
The debate is not simply about whether Pakistan needs more universities but about ensuring that every new institution has a clearly defined purpose aligned with the country’s development priorities and local needs. Specialized universities, if planned and funded properly, can become powerful drivers of innovation, industry growth, and socioeconomic progress. In a time of financial constraints, stagnant budgets, and falling enrollment rates, the focus must shift from indiscriminate expansion toward strategic, specialized, and sustainable growth in higher education. Only then can Pakistan’s universities truly fulfil their role as engines of national transformation.
