PML-N spokesperson Marriyum Aurangzeb has said that the National Assembly Speaker is bound to convene the assembly session within 14 days after one-fourth of its members submit requisition for summoning the session under Clause 3 of Article 54 of the Constitution, reported 24NewsHD TV channel.
In a statement released on Sunday, Ms Aurangzeb reminded NA Speaker Asad Qaiser that he could not delay the convening of the assembly session beyond 14 days. It has clearly been written in the Article 54 of the Constitution.
She said the opposition submitted its requisition on March 8 and if the Speaker did not convene the assembly session before March 22, then he would break the law.
Article 5 is very clear about breaking law and punishment for breaking law has been mentioned in Article 6.
The statement further says that Article 95 elaborates method of no-confidence motion. The Speaker is bound to complete the procedure regarding no-trust motion in 7 days after its submission. He is required to hold voting in the house after 3 days or before the 7th day after the submission of the motion.
Rule 37 explains the method as how to run the house’s affairs. It bounds the Speaker to present no-trust resolution in the assembly soon after the start of the session with the Holy Quran recitation. No other agenda could be taken up in the session except this.
The Speaker cannot prorogue the assembly session after presentation of no-confidence resolution in the house.
The deviation from the legal and constitutional clauses will tantamount to treason from the country, the statement concluded.
