FBR initiates reforms at institutional level

The Federal Board of Revenue (FBR) has come up with a plan for reforms at the institutional level.
In the first step, the FBR is devolving transfer and posting powers to chief commissioners and commissioners. According to the draft reform plan, the member (admin) will have the powers to transfer and post officers of BS-17 to BS-19, while chief management will have the powers to transfer and post officers of BS-1 to BS-16.
The member (admin) will transfer or post an officer in consultation with the member (operations and customs). The member (admin) could make transfers or postings only after approval from the FBR chairman. The chief management would have the powers to issue notification of retirement of officials from BS-1 to BS-16. A BS-20 officer would have the powers to approve 30 days ex-Pakistan leave of BS-17 to BS-19 officers. The FBR has sent these proposals to all members and chief commissioners. These proposals would be finalised by September 1.
