131 grade-18 officers nominated for 46th Mid-Career Management Course

The Establishment Division has approved the nomination of 131 Grade-18 officers for the 46th Mid-Career Management Course (MCMC), a mandatory requirement for promotion to Grade-19.

According to an official letter issued to the Rector of the National School of Public Policy, the course will be conducted simultaneously from March 30 to June 5, 2026, at the Karachi, Lahore, Islamabad, Peshawar and Quetta centres of the National Institute of Public Administration (NIPA).

The nominations include 25 officers from the Pakistan Administrative Service. Among them are CEO Punjab Saaf Pani Authority Naveed Ahmed, PSO to the Chief Minister Khyber Pakhtunkhwa Captain (retd) Muhammad Zubair Khan, Deputy Commissioner Peshawar Sanaullah Khan, Deputy Secretary Irrigation Punjab Javeria Maqbool, Deputy Secretary Labour Punjab Anam Zaid, Additional Secretary Finance KP Talat Fahad and Deputy Secretary Prime Minister’s Office Muhammad Anas Iqbal.

Officers from provincial governments and attached departments have also been selected, including Deputy Commissioner Sanghar Sara Javed, Secretary Punjab Workers Welfare Board Mujtaba Arafat, Chief of Section P&D KP Shahzad Mehboob, DG Upper Swat Development Authority Shozab Abbas and Managing Director Punjab Mass Transit Authority Talha Zubair.

The Establishment Division has also nominated 25 officers from the Police Service of Pakistan, including Kamran Aamir Khan, Zohaib Nasrullah Ranjha, Zahida Parveen, Muhammad Usman Tipu, Rizwan Tariq and others.

Five officers of the Foreign Service of Pakistan — Jamal Nasir, Masooma Bushra Ali, Mirza Sameer Baig, Aiza Shujaat and Maryam Bugti — have also been selected. Officers from the Pakistan Customs Service, the Capital Development Authority under the Ministry of Interior, the Intelligence Bureau and the National Accountability Bureau are among the nominees as well.

The nominated officers have been directed to report to their respective NIPA centres by March 27, 2026. Attendance in the course is mandatory, and non-compliance will invite action under the Civil Servants (Efficiency and Discipline) Rules, 2020, the letter stated.
