Assets declaration made mandatory for govt officers from Grade 17
The federal government has made it mandatory for all government officers in Grade 17 and above to submit details of their assets and income online; according to an office memorandum issued by the Establishment Division in this regard, the federal government has decided to digitize the asset details of government officers.
Under the Civil Servants (Conduct) Rules 2026, online asset declaration has been made mandatory for officers in Grade 17 and above, and a system for the digitalization of government officers' assets has been implemented. According to an office memorandum issued by the Establishment Division, this system is being implemented in collaboration with the Federal Board of Revenue (FBR) pursuant to Section 15-A of the Civil Servants Act 1973 and the Civil Servants (Conduct) Rules 2026.
According to the memorandum, all officers are required to provide their name, designation, active email address, mobile number, and identity card number to the relevant cadre administrator, after which their accounts will be created on the FBR’s online portal. Once the account is created, officers will be able to log in using their identity card number and set a password by obtaining an OTP via the ‘Forgot Password’ option.
Officers will submit the required information regarding their income and assets via the 'Declaration' option on the portal, with the responsibility for the accuracy of the provided data resting on the concerned officer. According to the office memorandum, only non-sensitive details of the assets will be released to the public on the FBR website, while the submitted information will be verified through risk-based checks. The deadline for the digital submission of asset details for the 2025-26 fiscal year has been set for October 30, 2026.
In the event of any error in the submitted details, amendments may be made with the approval of the respective cadre administrator up to November 30, 2026. The office memorandum clarifies that disciplinary action under the relevant rules may be initiated in cases of misrepresentation, concealment of information, or failure to submit asset details in accordance with the prescribed procedure. In case of technical difficulties, officers are to contact their respective cadre administrator, who will take up the matter with the FBR's designated focal person.
