The Lahore High Court (LHC) on Saturday gave a ruling that an accident by a driver of a Public Service Vehicle (PSV), who is without a license, was an offence of Qatl-bis-Sabab (indirect killing), reported 24NewsHD TV channel.
The high court noted that a person, who had been convicted under the law of Diyat, did not make him entitled to bail.
It further said that driving a vehicle without a license put lives of passengers at serious risk, and that Qatl-bis-Sabab, covered by section 322 of the Pakistan Penal Code (PPC), was a non-bailable offence.
The court rejected the post-arrest bail petition of Riaz Hussain.
