Government introduces strict new rules on dual citizenship for civil servants to boost transparency

The federal government has taken a major step to enhance transparency in the civil bureaucracy by introducing strict monitoring rules regarding dual citizenship and foreign travel documents held by civil servants.

According to an official notification issued by the Establishment Division, Prime Minister has approved the Civil Servants Foreign Citizenship Rules 2026, under which a comprehensive system has been introduced to regulate and monitor foreign citizenship status among government employees.

Under the new regulations, all civil servants will be required to disclose their own as well as their family members’ foreign citizenship status. Officers will also be mandated to declare any foreign passports or travel documents in their possession.

The notification states that civil servants must submit detailed annual returns regarding foreign citizenship, and disclosure of dependent children and spouses’ citizenship status has also been made compulsory.

As per the rules, officers applying for new government positions must submit a declaration regarding any foreign citizenship at the time of recruitment. The appointment of any officer found to be concealing foreign citizenship may be declared null and void.

The rules further stipulate that hiding foreign citizenship or providing false information will result in termination of employment. Additionally, acquiring foreign citizenship without prior permission from the competent authority will lead to disciplinary action.

The Establishment Division has been tasked with maintaining complete records related to the foreign citizenship of civil servants, while all cadre administrators have been instructed to compile updated data on officers’ citizenship status.

Officials said the new framework will apply to all civil servants across the country and is aimed at strengthening accountability and ensuring transparency within the bureaucracy.
