Tuition centres regulation bill still pending after 10 months in Punjab Assembly

A proposed bill aimed at regulating private tuition centres, coaching academies and other non-formal educational institutions in Punjab remains pending, despite receiving approval from the relevant standing committee nearly 10 months ago.

The Punjab Private Educational Institutions (Amendment) Bill was introduced by government lawmaker Amjad Ali Javed as a private member’s bill. 

According to the channel report, the legislation was approved by the concerned standing committee of the Punjab Assembly in September 2025.

However, despite dozens of Punjab Assembly sessions over the past 10 months, the proposed bill has yet to be placed on the assembly agenda for final consideration and approval.

Under the proposed legislation, private academies, coaching centres and tuition centres would be formally recognised as “educational institutions” under the amendment in the existing law.

The bill would empower the government to establish a comprehensive system for the registration, monitoring and regulation of such institutions. 

The amendment bill also seeks to bring currently unregulated private educational centres within a formal legal framework.

According to the proposed amendments, all relevant institutions, including private tuition centres and academies, would be required to comply with regulatory standards and oversight mechanisms established by the government.

The bill further expands the definition of an “institution” to include schools, colleges, academies, coaching centres and tuition centres.

Its stated objective is to create a balanced regulatory environment that protects the interests of students, parents, teachers and private educational institutions while ensuring accountability and quality standards in the sector.
