Establishment Division notifies transfers and posting in federal bureaucracy

The Establishment Division has issued notifications regarding appointments, transfers, suspensions, extensions of additional charges, and the posting of officers as OSDs within the federal bureaucracy. 

According to the issued notifications, the additional charge of Secretary, Revenue Division, assigned to FBR Chairman Rashid Mahmood (a Grade-22 officer of the Pakistan Administrative Service, has been extended for another three months; this extension is effective from August 8, 2026. 

Grade-22 officers of the Pakistan Administrative Service, Syed Zafar Ali Shah and Momin Agha, have been made OSDs. Syed Zafar Ali Shah has been designated as an OSD effective May 4, 2026, while Momin Agha has been designated as such effective January 9, 2026. 

The current charge of Secretary, National Food Security and Research Division, assigned to Aamir Ali Ahmed, Secretary of the Benazir Income Support Programme, has been extended for another three months, effective from August 19, 2026. Meanwhile, Niaz Muhammad Khan (awaiting posting) has been appointed as Joint Secretary, National Food Security Division, and Arif Karim (awaiting posting) has been appointed as Joint Secretary, Climate Change Division.

Nasira Batool Jafri, Joint Secretary at the Economic Affairs Division, has been transferred and appointed as Joint Secretary at the Cabinet Division, while Muhammad Irfan Khan—who was awaiting posting—has been appointed as Deputy Secretary at the Ministry of Industries and Production. 

In a separate notification, Abdul Jabbar, a Grade-18 officer of the Police Service of Pakistan serving under the Balochistan government, has been immediately suspended for an initial period of 120 days under Rule 5 of the Civil Servants (Efficiency and Discipline) Rules, 2020.

The federal government has appointed Ghulamullah Shaikh as Member (Law) of the National Electric Power Regulatory Authority (NEPRA). According to a notification issued by the Establishment Division, the appointment has been made under Section 3(2)(c)(ii) of the Regulation of Generation, Transmission, and Distribution of Electric Power Act, 1997. He will serve as NEPRA’s Member (Law) for a three-year term; the appointment takes effect immediately and remains valid until further orders. Per the notification, Ghulamullah Shaikh will receive a monthly salary and other benefits equivalent to the median salary of the MP-I scale, in addition to prescribed perks and facilities.
